January 21, 1862
Peter Zinn, [Ohio] House of Representatives. To Governor David Tod.Let ter calling Tod's attention to the application of JonathanNereamer, of F ranklin County, who sought a commission of a grade notlower than that o f 1st Lieutenant which he held in the Mexican War;stating that Nereame r was well qualified, that nothing but favoritismor unaccountable over sight could have prevented Nereamer being inactive service before now, e specially when the qualifications andworks of those already in service w ere examined, and that Tod wellknew that many appointments in the Stat e and National Government, inthe army as well as the civil service, we re not fit to be made;requesting that Tod characterize his administrat ion by a reform inthis respect; and stating that much abuse arose from t heindiscriminate recommendation of friends, that such recommendations should be disregarded, that Nereamer's experience and services entitledh is claims to be considered favorably, just as the want of experiencere quired any applicants to be criticized closely, that Nereamer was awor king man and came from a working family, and that Nereamer'sappointmen t would satisfy him that Tod intended to make appointmentsfor the bene fit of the service rather than from other considerations.
